This concerns a particular frustration of mine; perhaps Hippo or somebody else can confirm this, but while I'm mining in Mai (dead-end lowsec system, .4, Amarr Empire, only jumpgate leads to highsec), I watch the local channel a lot, since, dead-end or not, it's still lowsec, and I had a Celestis blown up there once.
So somebody I don't recognize shows up in local, I'm here with my finger on the warp button, and I check to see who they are...and more then half the time they're folks who've come down from the Imperial War Academy, apparently just to look at a lowsec system. Constant false alarms are not only annoying, but the increase the chances I'm going to miss it when I really should be hitting the panic button.
Is this kind of thing common in other .4 systems, or are these Amarr folks actually being bright by checking out a relatively safe lowsec system?

However, Essence is up near Syndicate, so our whole area is the armpit of the galaxy more or less... If you want somewhere safer, some to Old Man Star... Its closer to SG's area, and you're friendly to W0R, so thats more than half the baddies down.
And if you ever want to PvP or find a pirate corp, come to our area
... We'll show you around...

I'll stick to Mai for now, thanks. 
I'm friendly with some of the local folks. We hang around together for mutual protection, though at least as much from the belt rats as any pirates.
And we got the b#stard with the Sacriledge who blew up my Celestis. He wasn't expecting four cruisers, three frigates, and a battlecruiser.
