Can said files be converted like image files ? If so, can anyone suggets any good progys (a'la IrfanView).

Sure, WAV being the uncompressed standard. Most other popular formats are compressed in some way.
I use thisfor the odd occasion I need to convert from one format to another. I find that it works best and fastest if you 2-step it(decompress to WAV if neccessary and the compress to OGG or MP3 or FLAC or whatever.) It support many formats and has plugins that add support for more. There is a Pro version that is faster and has more options. But, it's not free.(Duh!)
