Don't worry, on Lighy/Shivan's website, he says that he's completed the textures for all FS1 ships (with the exception of those not used in FS2) and will start on FS2 textures next. I'm hoping that he still plans on doing the rest of the FS1 ships.

So, basically what is being requested is a sexp like: when -true -toggle-engine-effect --GTC Fenris --off <Off> would be the default, with <on> as the other possibility. You'd need to reactivate the engine glow if the mission requires the ship to go anywhere later, otherwise it'd look weird. Later!
