WWell, it was supposed to happen by 2006, but iirc it got put back for more reports.
There are two things that the British are addicted to, Reports and Statistics, which, I think, is a large part of the problem.

Hm, well, I don't really see it as that much of a privacy invasion. Anyone could just follow you and write down what you're doing. And any casual observer will have the same information. If you don't want people to know your'e doing something, you probably shouldn't do it.
In my opinion, the CCTV system is worse (and better) than this.

Until you get a restraining order. You can't do that with CCTV.

I believe what you're describing is known as stalking, and is a criminal offence.
As for 'if you don't want people to know what you're doing, it's obviously something wrong' - do you close and lock the door in a public toilet when you use it?
