Everyone is fed a different image on the billboards, so no one person sees the exact same thing - So it could've just been a problem at your end of the line.

Zoom in real close on a billboard, you'll see the image is actually made up of "pixels" like an actual screen.

I didnt notice them until I accidentally onevollied one with my Tempest.
I knew they were there, but I didnt actually think they did anything.
