Well, to a certain degree, I find heating through a towel on the Radiator, & then patting your face dry after shaving does a lot to clean out the pores. And I don't use aftershave until a good 8 hours after I shaved, oddly enough, that caused a huge reduction in amount of shaving rashes I got, I'll just use a moisturiser when I shave, and worry about aftershave later.
Also, try GIllette Sensitive foam, that always works better than soaps and things in my experience. and don't be afraid to get a little fuzzy. Too many people are over-obsessed with having a clean shave, and that isn't too good for the skin to be honest, despite the adverts, I've found that shaving more than about 2-3 times in a week can cause a rash and soreness.
Finally, be careful of exfoliators, they can cause a reaction in some skin types and don't get on well with thin areas of skin, such as under the eyes and on the neck, that might be part of the problem.
I'm actually looking at getting the Gillette Battery/Normal razor with the Sideburn trimmer on it

I always seem to get it bad around the adam's apple area, and sometimes on the jawline. I've heard that, the only way to get rid of shaving rash is to stop shaving for at least a week.
