DVD shrink does it well... I use it all the time, i shrink a dual layer to a 4.7 gig format in like 15 minutes or so.

DVD Shrinker is perfect... Can't even see any loss of quality either. Great find.

One other thing you can do is toss the parts you don't need, like foreign language sound and subs, ect.
