I always took the "balance" line to refer to the fact that Anakin/Vader effectively ended the line of the Sith and paved the way for the Jedi to be renewed. Of course, he had to kill almost every Jedi first, but what can you do? Remember, in Episode II, Mace, I think, makes reference to the fact that the Jedi's powers are seemingly waning. By causing this dramatic upheaval in the Jedi order, Anakin/Vader allowed a new generation of Jedi to be created, free from the problems of the past.

Well, balance really means equal amounts of both, else the scales would tip too far one way or the other.

I think the scale had tipped so greatly to the Light side even Yoda and Morpheus (that's his name, I don't care what it's listed as ) are starting to notice their own arrogance and complacency.

I think TopGun is right in that repsect, but for balance to be restored, somewhere, at the same time as Luke is rising as a Jedi, there must be a Sith who is his equal. Not Vader or Sideous, but someone who will maintain the balance...

Balance = Killing Palpatine.

Palpatine, being insanely powerful, pwned all the other Jedi along with Vader. By Vader killing every worthwhile Jedi aside from Luke, turning from the dark side, killing Palpatine, he pretty much leveled the playing field for everyone... by killing them all.

Palpatine was not that powerful because he was not true Lord of sith but instead wannabe who created empire

but then again we haven't seen True siths in movie or games (Sith Species)

Well, Sideous is kind of an unknown quantity, was it ever established where he learned his powers from? Didn't he find a Sith Holocube thingy or the like?

He certainly wasn't a fallen Jedi, which is what constitutes most of the 'Sith', so he may have learned from a True 'Sith Lord' rather than twisting Light Side powers?

No one is quite sure how Palpatine was first introduced to the power of the dark side. He is the most powerful practitioner of the Sith ways in modern times. IIRC (and there's never any guarantee of that), the Sith are a species, but they were relatively primitive thousands of years ago when a group of fallen Jedi arrived and took over their planet. Hence, Dark Lords of the Sith.
