's why I've not made a capship in a loong while. And the one I did was only a corvette. None of this megaultradeathwithknobbsonit stuff. :p

That's an issue for the fredder or weapons modder. My preference would be simply to use TAG missiles.

That is a good idea, and I think I know how to do it. It would have to be made as a missile. Make a Giant Bullet and make a "missile" in the TBL and change the explosion to the Flak explosion, then set the flag like you said a Psynaptic bomb and set where it explodes so many seconds later. You should end up with one big shell that explodes and releases a whole pile of flak explosions. :D
