Unlikely. Once a bill has passed that's it. The wheel of bureaucracy usually turns in one direction, even if it means shooting yourself in the foot.

Basically the next 2 years will be about how the bill will be implemented, so I guess we'll have to see how hard this gets enforced. If they go hardcore the internet as we know it will never be the same.

It is this issue that the Polish government is focusing on, and dubbing ‘preventative censorship’ in its new filing with the Court of Justice of the European Union – the EU’s top court. The Polish government says that the Copyright Directive “may result in adopting regulations that are analogous to preventive censorship, which is forbidden not only in the Polish constitution but also in the EU treaties.”

I knew us Poles (in part) wouldn't stand for this at some point. I really do hope this amounts to something.
