Flood Control - Can it be turned on/off at a forumlevel?

Well, can it?

I keep getting caught by it on TI internal - I have a tendency to finish up a series of posts andclick post reply in quick succession - I always have done. Any chance I could get it booted?

how about the blank post-ness, so you can just make a post with no words, if you had to, without having to make a 3 letter word? or whatever it was...
