I'll let Raa tear the concept apart, now to nail the description.
First,that first sentence is one poor choice of words after another. It isn't amazing, it's horrifying. It would be amazing if we were the ones who built it. But we weren't, it's a Shivan ship. The Colossus was amazing. This is sheer terror... if there's more than one. Otherwise, the GTVA can probably put together enough craft to stop it. The Sathanas, once disarmed, was a floating target. If that thing goes for the throat and the core systems, it's toast.
Second, the last couple of sentences need to be removed. Utterly. Just delete them. That's the sort of thing you say in a briefing.
Third, SOC isn't a ship designator... at least, not the type you want. That's a Special Operations Cruiser. Try SODn.
Fourth, fusion reactors aren't an unlimited power source. Power yield is based on size, and even then, the fact is that most ships are probably using capacitors that are recharged. Besides, if I remember correctly, fusion power cores aren't anything new to the GTVA, Unless everyone's been using a fission reactor (unlikely) they've got at least fusion tech. We're not that far away from it now, certianly we could master it in a few centuries. However, if you blow the reactor, that thing is going to go up in one hell of a boom, if the reactor's large enough.
Besides, the GTVA can make antimatter in fairly large quantites, which is expensive and energy intensive, from the description of the Helios. They might even be able to deploy anti-matter reactors, which are far more powerful than fusion reactors.
Last, Inferno's done the really big ships already. You're making this purely a capship slugging match. The player's reduced to watching deus ex machina. Inferno gives the player the chance to make a difference. From the way you're describing this, it's a light show with occaisional bouts of sheer annoyance as you get shot at by somebody.
Edit: Okay, maybe I will nail the concept...
Seriously, try something else first off. We need more cruisers and corvettes. Or some new Vasudan fighters.
Edit 2: After rereading your post and looking at the ship itself, I have a few more comments.
First of all, just because there are ships around that can take it down doesn't automatically make it 'balanced'.
Second, that's not a bad design at first glance. That might do well as a corvette, for example, or even a destroyer. The only problem is, the number of superdreadnoughts floating around is ridiculous. Makes me feel like I'm in the middle of the pre-WWI naval arms race, sometimes. The point I'm trying to get across is a lot of people are tired of seeing a modeller pop onto the scene with a brand new super ship. A lot of people don't like playing missions around them. I'm not one of them, but I don't like missions that aren't fun... and all too many of them aren't.
